You don't need a visa to change planes at Changi if you stay in the transit area, with both flights on one booking and your bags tagged through. To leave, US, UK, EU and Schengen, Canadian and Australian passports need no visa, and Indian passports need a visa or the 96-hour Visa Free Transit Facility.
No visa is needed to stay airside at Singapore Changi Airport on one booking with bags tagged through. To leave, US, UK, EU, Canadian and Australian passports aren't on ICA's list of passports that need a visa; submit the free SG Arrival Card within 3 days before you land. Indian passport holders need a visa, or the 96-hour Visa Free Transit Facility with an onward ticket and a visa for Australia, Canada, Germany, Japan, New Zealand, Switzerland, the UK or the US.
If you stay airside
Most connections at Singapore Changi Airport (SIN) need no visa, because transit passengers never clear immigration.
ICA says: “You are a transit traveller if you travel to another country via Singapore without clearing Singapore arrival immigration.” It adds that there are no specific requirements to transit through Singapore, and tells you to check your destination’s entry rules.
Changi’s transit guide asks for two things: both flights booked on the same booking, and luggage tagged through to your final destination. Passengers without an onward boarding pass go to the transfer desk, and everyone passes security screening before the onward gate. ICA says you are not a transit traveller if you must enter Singapore to collect a boarding pass or bags, and that several low-cost carriers make you clear immigration to collect the onward boarding pass, so check with your airline.
There is no domestic connection to worry about: Singapore is a city-state. Changi’s pages publish no limit on how long you can stay airside.
If you want to leave the airport
Whether you need a visa depends on the passport. ICA’s visa guidelines list the passports that need one, and the passports below aren’t on the list.
| Passport | What you need |
|---|---|
| United States | No visa. Submit the SG Arrival Card within 3 days before you land |
| United Kingdom | No visa. SG Arrival Card |
| EU and Schengen states | No visa. SG Arrival Card |
| Canada | No visa. SG Arrival Card |
| Australia | No visa. SG Arrival Card |
| India | A visa (S$30), or the 96-hour Visa Free Transit Facility with an onward ticket and a qualifying visa |
An ICA officer decides at the border whether you enter, and the length of your stay is set by the electronic visit pass (e-Pass) issued at the checkpoint, not by a visa. ICA says all travellers must hold “a valid individually-issued travel document”. For a visa application, ICA’s India page asks for a passport valid for at least six months from the date of entry; the visitor pages this guide read state no period for visa-free passports, so check with your airline.
The SG Arrival Card
Every traveller who clears immigration must submit it: free, “within 3 days (including the day of arrival) before you arrive in Singapore”, through ICA’s SGAC e-service or the MyICA app. ICA doesn’t endorse sites that charge a fee. Travellers transiting without clearing immigration don’t need it, and a false declaration may lead to prosecution.
Visa Free Transit Facility (96 hours)
ICA offers it to nationals of the CIS states, Georgia, India, Turkmenistan and Ukraine, and to holders of a PRC Travel Document, Hong Kong SAR Document of Identity or Macau SAR Travel Permit (not ordinary PRC passports). Indian nationals need a valid onward air, ferry or cruise ticket departing Singapore within 96 hours, and a visa or long-term pass valid for at least one month from entry, issued by or valid for Australia, Canada, Germany, Japan, New Zealand, Switzerland, the UK or the US. ICA says that meeting the criteria “does not guarantee entry” and that you cannot extend the stay.
A visa for Indian passports
ICA’s India page says you apply online through a strategic partner or a local contact in Singapore, or at a Singapore overseas mission or its authorised visa agent, ideally within 30 days before you arrive. The processing fee is S$30, non-refundable, and applications are processed within three working days, not counting the day you submit, though some take longer. ICA doesn’t accept visa applications at the immigration counters.
Other passports that need a visa
ICA’s list covers Afghanistan, Algeria, Armenia, Azerbaijan, Bangladesh, Belarus, North Korea, Egypt, Georgia, India, Iran, Iraq, Jordan, Kazakhstan, Kosovo, Kyrgyzstan, Lebanon, Libya, Mali, Moldova, Morocco, Nigeria, Pakistan, Russia, Somalia, South Sudan, Sudan, Syria, Tajikistan, Tunisia, Turkmenistan, Ukraine, Uzbekistan and Yemen, plus refugee travel documents, alien’s passports, Palestinian Authority passports, temporary passports issued by the United Arab Emirates, and the PRC Travel Document, the Hong Kong Document of Identity and the Macao Travel Permit. Apply through a Singapore overseas mission or its authorised visa agent; each country’s page on ICA’s site gives its own route.
If you’re on separate tickets
You pass the border, so you need permission to enter.
Changi’s immigration page says: “If your airline does not provide a baggage transfer service, you are required to clear Arrival Immigration” and claim your bags before checking in for your next flight. That puts you in the same position as any visitor: your passport must be allowed in, you submit the SG Arrival Card, and you allow time for immigration and check-in again.
At the border
Changi says: “All travellers, including first time visitors, can now enjoy automated clearance”, with no prior enrolment, if you hold a valid ICAO-compliant passport. Changi publishes no queue times, so this guide allows about an hour from landing to the MRT platform.
Changi’s free Singapore Tour starts in the transit area, but the tour itself enters Singapore: Changi says passengers of some nationalities, including India and Pakistan, need a valid Singapore entry visa for it, and that you may enter and exit Singapore immigration only once during your layover.
Before you go landside
Carry your passport and your onward boarding pass, and check the items you carry in: ICA lists electronic cigarettes, vaporisers and chewing gum as prohibited goods, and says that “The importation or possession of prohibited items is not allowed at the checkpoints.”
Be back at Changi 90 minutes before departure: you pass departure immigration and security again. Leave bulky bags at Changi’s left-luggage counters, open 24 hours. How to get into town: getting into the city.
A transit tour you can book
If you're allowed to leave Singapore Changi Airport, a tour that collects you at the airport takes care of the timing. Check that the tour's length fits your layover, leaving time to get out of the airport and to be back 90 minutes before your flight.
